It is vital that Sweden’s defence and security policy rests on a broad political consensus. To that extent, the Social Democratic Party, the Moderate Party, the Green Party, the Centre Party and the Christian Democrats have agreed on a bill to parliament on the Swedish Defence covering the years 2016 to 2020. The guiding principles for this agreement have been the two reports by the Parliamentary Defence Commission “Choices in a globalised world” (2013) and the “The Defence of Sweden – a stronger defence for an uncertain time” (2014). This defence bill sets a new trend in Swedish defence spending. The government has, for the first time in more than two decades, decided to successively increase the defence spending over the next five years with an 11% increase (2,2 % per year). The total defence spending over the next five years will be 224 billion SEK. (In total, this defence bill added 10,2 billion SEK).

In this Communication, the Swedish Government provides an account of Sweden’s export control policy with respect to military equipment and dual-use items in 2015. The Communication also contains a report detailing exports of military equipment during the year. In addition, it describes the cooperation in the EU and other international forums on matters relating to strategic export controls on both military equipment and dual-use items.
