The Government of Seychelles has received funding from the European Investment Bank (EIB), the Agence Française de Développement (AFD), the European Development Fund and the African Water Facility towards the cost of the Seychelles Water and Sanitation Project. The Project is implemented by Public Utilities Corporation (PUC) of Seychelles as promoter, procuring entity and contracting authority.

The contract concerns the design and construction of La Digue WWTP (average flow of 1 000 m3/d). The works of the contract include:

— inlet works with mechanical screening,

— septage acceptance station,

— grit chambers and flow distributor,

— air blowers and building,

— biological reactors,

— chemical dosing,

— clarifier tanks,

— rapid sand filtration,

— ultraviolet (UV) disinfection and building,

— two sludge pump stations,

— sludge thickening,

— mechanical dewatering and building,

— internal flow pump station,

— containment tank,

— stand-by power generator and building,

Extended Description

The procurement concerns “Plant and Design-Build of La Digue Wastewater Treatment Plant” of Ref. No. LD/W01. The contract will be procured using Open International Procedures in accordance with the “Guide to Procurement for projects financed by EIB” (September 2018 version) using “two envelope” system.

All individual firms and consortiums are invited to participate in the tender. Bidders may be an individual company or a consortium (association or combination) of individual companies. In the event that a bidder is a consortium, then all members of the consortium shall be jointly and severally liable to the Contracting Authority in the event that the consortium is awarded the contract.

Except for the Employer’s Requirements: Bidding Documents can be obtained at no charge from the Procuring Entity by using the contact information in the procurement notice and by first requesting, completing and submitting a Request Form as email attachment to the Procuring Entity that includes: the name and nationality of the legal entity making the request; the name, organisation, address, telephone and email of the contact person making the request; & the date & signature of the contact person making the request.

The Procuring Entity will provide Bidding Documents as email attachment to all prospective bidders submitting Request Forms, which must be received no later than 42 days before the tender submission date of the procurement notice.

The Procuring Entity will also arrange a pre-bid meeting in the Procuring Entity’s country. Attendance at the pre-bid meeting is not mandatory.

The Employer’s Requirements of the Bidding Documents will be provided “free of charge” to bidders attending the pre-bid meeting. For bidders not attending the pre-bid meeting, the Employer’s Requirements can be purchased from the Procuring Entity upon payment of a non-refundable fee of SCR 2 500 or EUR 150.

Bids shall comprise a Technical Bid and a Price Bid to be submitted in separately sealed envelopes in accordance with the Bidding Documents.

The National Tender Board of Seychelles will publicly open the Technical Bids immediately after the deadline for their submission. The envelopes with the Price Bids will remain sealed and securely stored at the National Tender Board of Seychelles. The Procuring Entity will provide a copy of the Minutes and Register of Tender Opening to all bidders submitting Bids.

Technical Bids shall demonstrate participation in at least two contracts that have been successfully or substantially completed within the last 5 years, where the value of the bidder’s participation is greater than 5 million euros, of the following:

(i) At least one contract shall involve the construction of a wastewater treatment facility for public utility purpose, where the bidder carried out both civil and building works and supply and installation of electro-mechanical works; and

(ii) At least one contract shall involve the construction of a water or wastewater treatment facility, where the bidder carried out both design and construction of the works, including design, supply and installation of electro-mechanical works.

After evaluation of Technical Bids is completed, the Procuring Entity will notify those bidders whose Technical Bids were non-responsive to the Bidding Documents, that their Price Bids will be returned unopened after completing the selection process.

The National Tender Board of Seychelles will then publicly open the Price Bids of those bidders whose Technical Bids were responsive to the Bidding Documents, in the presence of the bidders’ representatives who choose to attend, who will be notified the date, time and location for opening the Price Bids. The Price Bids will be opened, and tender prices read aloud and recorded. The Procuring Entity will provide a copy of the Minutes and Register of Tender Opening to all bidders submitting Bids.

At least 2 substantially responsive Technical Bids are required before any Price Bid will be opened.
