Support to ERERA in its mission to implement effective regulatory mechanisms contributing to the development of a regional electricity market
ECOWAS Regional Electricity Regulatory Authority (ERERA) has the mandate of regulating cross-border electricity exchanges, creating an enabling investment environment for regional power projects and providing technical support to national regulators of the electricity sector of ECOWAS Member States.
The creation of a regional electricity market consisting of countries with varying and wide differences in the status of their national markets has been a major challenge in the setting up of the ECOWAS regional electricity market. This disparity in the levels of development of the various national markets necessitated the need for ERERA to work towards a legal mandate for a basic degree of harmonization by all member States for the establishment and operationalization of an integrated electricity market. These minimum harmonisation criteria were captured in the legal document known as the Directive on the Organisation of the Regional Electricity Market enacted by the ECOWAS Council of Ministers on 21st June 2013.
xpected outputs (EO):
• EO1 – The necessary rules and procedures to implement phase 2 of the regional electricity market are finalized and adopted ;
• EO2 – The National Regulatory Authorities and the relevant national entities involved in the national market are supported to allow a smooth implementation of effective regulatory mechanisms for the development of regional electricity trade in ECOWAS ;
• EO3 – The communication and visbility of ERERA is well improved ;
• EO4 – ERERA’s governance structure and practices are more efficient
