FRONTEX, representing EFCA and Satcen, is looking for EU/SAC contractors to provide a fully-fledged service with manned fixed wing aircraft for aerial surveillance over land and sea which includes:

a. aircraft,

b. staff,

c. maintenance capability,

d. data transmission capability via BRLOS,

e. any permissions related to deployment, authorisations and insurances to deliver aerial surveillance over the external land and maritime border of the EU or third countries,

f. the contractor shall provide the collected data directly from the asset to the designated coordination centre (CC) via BRLOS with a minimum uplink speed of 320 kbps.

The service which the contractor shall provide under the prospective FWC is based on mission flights where the asset surveys the area of Interest indicated in the service deployment area searching for objects of interest pointed out by the contracting authority and passing surveillance data to CC.

Extended Description

Air assets shall be able to reach the surveillance area located at a distance of more than 151 NM from the base airport plus 2,5 hours on-station and return back and to perform a total minimum of 5 hours of flight (excluding final reserve and contingency fuel) with one additional person on board, with the minimum mandatory payload stipulated in the document and a minimum average patrolling speed of 100 Kts. These missions may also take place over TC waters, TC land territory, as well as to be operated from TC base airport.

Lot 1: Manned aerial surveillance services including mid-range maritime surveillance aircraft and staff/experts (3 SCs per year for 12 months and 950 contracted hours per each).

Definition/description of lot 1: air assets shall be able to reach the surveillance area located at a distance of more than 151 NM from the Base Airport plus 2,5 hours on-station and return back and to perform a total minimum of 5 hours of flight (excluding final reserve and contingency fuel) with one additional person on board, with the minimum mandatory payload stipulated in the document and a minimum average patrolling speed of 100 Kts. Crew related requirements:

The contractor shall guarantee that all contractor’s personnel (crew/staff) involved in the management of data/information is having valid EU MS security clearance, at the minimum level of Confidentiel UE/EU Confidential (the declaration of possession/processing/intention of applying for, after FWC signature, of such security clearances by the relevant personnel shall be stated in the contractor’s offer for the FWC).
