NEW ZEALAND BANS ALL OFFSETS… BUT NOT ‘INDUSTRIAL ENGAGEMENT’
The New Zealand government has declared that government agencies must not ask for, take account of, or impose any offsets at any stage in a procurement process.
The government statement says: “The purpose of an offset is to impose a condition intended to develop the local economy or improve balance-of-payments accounts....
