WASHINGTON, August 28, 2023 - The State Department has made a determination approving a possible Foreign Military Sale to the Government of Japan of Joint Air-to-Surface Standoff Missiles with Extended Range (JASSM-ER) and related equipment for an estimated cost of $104 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today.


The Government of Japan has requested to buy up to fifty (50) AGM-158B/B-2 Joint Air-to-Surface Standoff Missiles with Extended Range (JASSM-ER). Also included are JASSM Anti-jam Global Positioning System Receivers (JAGR), training missiles, and missile containers; munitions support and support equipment; spare parts, consumables, accessories, and repair/return support; integration and test support and equipment; personnel training and equipment; classified and unclassified software delivery and support; classified and unclassified publications and technical documentation; transportation support; U.S. Government and contractor engineering, technical, and logistics support services; studies and surveys; and other related elements of logistics and program support. The estimated total cost is $104 million.


This proposed sale will support the foreign policy goals and national security objectives of the United States by improving the security of a major ally that is a force for political stability and economic progress in the Indo-Pacific region.


The proposed sale will improve Japan’s capability to meet current and future threats by providing stand-off capability via advanced, long-range strike systems for employment on Japan Air Self-Defense Force (JASDF) fighter aircraft including but not limited to the F-15J. Japan will have no difficulty absorbing these articles and services into its armed forces.


The proposed sale of this equipment and support will not alter the basic military balance in the region.


The principal contractor will be Lockheed Martin, Orlando, FL. There are no known offset agreements proposed in connection with this potential sale.


Implementation of this proposed sale will not require the assignment of any additional U.S. Government or contractor representatives to Japan.


There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.


This notice of a potential sale is required by law. The description and dollar value are for the highest estimated quantity and dollar value based on initial requirements. Actual dollar value will be lower depending on final requirements, budget authority, and signed sales agreement(s), if and when concluded.
