II.7)Additional information:The equipment will be given away free of charge under the following conditions:
(a) The place of collection of scientific equipment shall be JRC Ispra, Via Enrico Fermi 2749, 21027 Ispra (VA), Italy and/or JRC Seville, Edificio Expo, C. Inca Garcilaso, 3, 41092 Sevilla, Spain, depending on the place where the equipment is located;
(b) The candidate will collect the goods by using their own resources and staff and under his own responsibility;
(c) All customs costs and any VAT amount due on these equipment items is borne by the candidate;
(d) Equipment will be picked up in its present conditions, packed, without any operational or other kind of guarantee. No support is given once the donation is concluded;
(e) The candidates must keep donated equipment for use in their own activities as declared (see point III) for a minimum period of three years;
(f) The contractors undertake to comply strictly with the applicable regulations on environmental protection, including with dismantling any goods, should this be necessary, and to cover any cost entailed therein;
(g) It is the candidates' responsibility to immediately notify the contracting authority if any change in their administrative, technical or financial data, which would result in a change to the original application during the validity of the lists (see Points IV.2) and IV.3)).

IV.2)Grounds for exclusionApplicants shall be excluded from participating in a contract if:
(a) they are bankrupt, being wound up or have suspended business activities, their affairs are being administered by the court, they have entered into an arrangement with creditors or similar measures or are the subject of any proceedings of that nature, or are in any analogous situation arising from a similar procedure provided for in national legislation or regulations;
(b) they have been convicted of an offence concerning their professional conduct by a judgment which is not open to appeal;
(c) they have been guilty of grave professional misconduct;
(d) they have not fulfilled obligations relating to the payment of social security contributions or taxes;
(e) they are guilty of serious misrepresentation in supplying the information required by the authorizing department;
(f) other.

The list will be valid for four years from the date on which this notice is sent to the Office for Official Publications of the European Union.
Applications to appear on this list may be submitted at anytime during the period of validity of this list, with the exception of the last three months of that period.

Section VI: Complementary informationVI.1)Presentation and submission of applications:Interested parties are invited to submit an expression of interest in accordance with the rules set out in this notice. Candidates should provide:
1. A cover letter, signed by the candidate's authorised representative, clearly stating the reference number of this procedure (JRC/IPR/2022/CEI/0311) as well as the name and references (including email) of a contact person for this procedure and the specific fields (sublists) that interest them; this letter should confirm and explain how the candidate will:
a. Undertake to use the goods only for projects of a social, humanitarian, charitable or environmentally friendly nature;
2. The declaration on honour (to be downloaded at the eTendering website, https://etendering.ted.europa.eu/cft/cft-display.html?cftld=10234, confirming that the candidate is not in any of the exclusion situations and compliance with the selection criteria, duly signed and dated by an authorised representative. In case of doubt, candidates may be requested to provide supporting evidence of non-exclusion and selection criteria;
3. An extract from a trade or professional register or an equivalent proof of establishment showing the information related to the company and name of the legal representative signing the declaration on honour;
4. Copy of the resolution, law, decree, decision or any other official document establishing the organisation as a public body or as an organisation controlled by a public entity and/or as a non-profit organisation;
5. Evidence stating that the organisation carries out scientific, research, educational, humanitarian, social or environmental tasks as one of its main objectives (e.g. the statutes of the organisation).
VI.2)Additional information:The proposals will be evaluated based on a three months' cut-off date starting from the dispatch of this notice to the Publications Office of the EU.
The contracting authority will draw up a list of pre-selected candidates who meet the criteria set out at Points IV.2) and IV.3). The list comprises sublists, corresponding to each of the field described at Point II.3).
The contracting authority will invite all the candidates on the list and divide the total number of items (per type) by the number of candidates on the relevant sublist. The candidates will be requested to confirm their interest in writing. Should a candidate partly or fully decline the request, the items proposed to this candidate will be partly or fully redistributed over the interested candidates.
The contracting authority will send these candidates the draft contract relating to the items in question.
