This is a notice for a solicitation for Indefinite-Delivery/Indefinite-Quantity (IDIQ) Multiple Award Construction Contract (MACC), U.S. Army Installations within Honshu, Japan and Yokota Air Base and its Geographically-Separated Units (GSUs), Japan, with 1-year basic period plus nine (9) 1-year options 

MACC is a multiple-award, competitive design-build and construction only indefinite delivery/indefinite quantity (IDIQ) construction acquisition. The work will consist of multiple disciplines in general construction categories of U.S. Army and Air Force (AF) MACC programs.

The government intends to award up to ten (10) Multiple-Award Construction (MACC) IDIQ contracts, but retains the right to award more or fewer contracts.

Project Locations:
Refer to General Provisions for the Army (RFP Attachment #J-2a) and for the Air Force (RFP Attachment #J-2b).

Minimum /Maximum Contract Amounts:

A guaranteed minimum amount is $2,000 (Yen equivalent amount) for each IDIQ contract awarded.  The maximum aggregate amount of the combined MACC programs, inclusive of all contracts awarded, including all option periods (if exercised), shall not exceed $990,000,000 (Yen equivalent amount).

Schedule of Pre-Performance Conference, Questions, Past Performance Questionnaires (PPQs), and Proposals:
- A pre-proposal conference will be conducted at Officer's Club, Bldg. 31, Yokota Air Base, Japan on 13 Jun 19 at 1000 hours.  A site visit for the Mock Project at Bldg. 907 will also be conducted during the pre-proposal conference.   All offerors who will be attending the conference shall furnish in writing (e-mail or fax) the information required in 5352.215-9001, para (c) of the RFP to the both POCs, Mr. Ryuichiro Murakami, 374 CONS/PKA via fax at 042-551-0973 or e-mail at ryuichiro.murakami.jp@us.af.mil and Mr. Ken Sato, 374 CONS/PKB via fax at 042-530-3319 or e-mail at ken.sato.jp@us.af.mil not later than 7 Jun 19 at 1600 hours.
     
- Offerors who have any questions on the RFP prior to the pre-proposal conference are requested to submit the questions to the both POC not later than 7 Jun 19 at 1600 hours

- Offerors who have any questions on the RFP after the pre-proposal conference are requested to submit the questions to the both POC not later than 20 Jun 19 at 1600 hours.

- PPQs, as required in L-100 of the RFP and para B.3(b) and Past Performance Evaluation Cover Letter (Attachment J-4), shall be submitted by the respondents directly to the government's POCs not later than 31 Jul 19 at 1400 hours.

- Proposals in compliance to L-100 of the RFP shall be submitted by 1400 hours on 23 Aug 19.



Information provided at this conference shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.

A record of the conference shall be made and furnished to all prospective bidders/offerors. The record should include minutes of the meeting, including questions (on a non-attribution basis) and answers.

Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Potential offerors MUST register at http://www.fedbizopps.gov in order to receive notification and/or changes to the solicitation. In order to be eligible for award, registration in the System for Award Management (SAM) database is required at http://www.sam.gov/; the following NOTE must be satisfied due to award and performance to be made in Japan.

NOTE: The offeror is required to represent that it is duly authorized to operate and to do business in the country of Japan in which the contract is to be performed, in accordance with DFARS 252.225-7042, "Authorization to Perform". Also, the resulting contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government (the Japanese government) and political subdivision laws, codes, and regulations applicable to the performance of the work IAW FAR 52.236-7, "Permits and Responsibilities", as supplemented by AFFARS 5336.507.
