Stavanger Municipality hereby invites interested suppliers to apply for qualification to the dynamic purchasing system for civil protection and emergency preparedness.
Stavanger Municipality would like to be a safe and robust local community. The municipality has a general and fundamental responsibility to ensure the safety and security of the population within our geographic area. The municipality must have good crisis management ability and contribute to maintaining critical social functions in emergency preparedness situations. Stavanger Municipality therefore works comprehensively and systematically with public safety and emergency preparedness in the entire organisation.
This system will cover assistance, consultancy services, project management and hiring of consultants for public safety and emergency preparedness. This includes, but is not limited to, the following areas:
Risk analyses
- Planning and implementing risk analysis, including topics that emerge due to global changes, new technology and new cooperation forms, for example:
-- Climate related conditions
-- Hybrid threats/military-civil cooperation
-- Terror
-- Cyber security
Emergency Preparedness
- Planning and implementing preparedness analysis
- Prepare emergency preparedness plans
- Planning and implementing of emergency preparedness exercises.
Learning and continual development.
- Planning and implementing investigations/surveys/evaluations
- Contribute to findings from investigations/surveys/evaluations leading to changes
- Map and contribute to developing a safety culture.
- Tenderers must have relevant competence within one or more of the areas named above.
The dynamic purchasing system will give us access to external competence within one or more of the areas, or, if we have a need in busy periods, or need to supplement our own resources with a larger team. We would like to facilitate cooperation between consultants and internal experts. This will vary however from call-off to call-off.
